COOPERATION AGREEMENT PROJECT PERFORMANCE MANAGEMENT IN THE URBAN WASTE WATER VIETNAM

On 1/4/2016,Agreement ceremony performed project management of urban waste water in Vietnam Phase IV which is between the Ministry of Construction and the German Cooperation Agency ( GIZ) took place . Ms. Kirsten Heneger – GIZ Deputy Representative in Vietnam and Mr. Pham Khanh Toan – Director of Department of International Cooperation Ministry of Construction was authorized to signed a written agreement

Attending and witness the signing with Mr Nguyen Hong Tien – Director of Technical Infrastructure Construction Department; Mr Dirk Pauschert – Director of Wastewater Management Program GIZ; Mr. Cao Lai Quang – Chairman of Vietnam Water Supply and Sewerage – former Deputy Minister of Construction; representatives of the departments, the Office of the Ministry of Construction and experts from GIZ.
Speaking at the signing ceremony, Assoc. Mr. Nguyen Hong Tien said, wastewater management program for provincial towns Vietnam spent 03 period (2005-2014), which aims to support the Ministry of Construction, the People’s Committees of provinces and companies sewerage and wastewater treatment performed their duties in the field of sewerage and waste water treatment in a sustainable way.
From the results of the previous three phases, the program continues to be strengthened and expanded, institutionalized those results to improve the legal framework, capacity building and knowledge management towards development lasting. On that basis, the German government has committed to support the implementation of phase IV and is also the final phase of the program.
Mr Nguyen Hong Tien also said the fourth phase of the project will focus on three main areas of activity, which is the legal framework Improved wastewater management and wastewater treatment; Strengthening the capacity to meet the demand for technical expertise and management in the field of waste water; Improve knowledge management and sewerage industry sewage national, provincial and company level. Phase IV, the Ministry of Construction is the project, the implementing agencies including Department of Infrastructure, Water Supply and Sewerage Association of Vietnam, the People’s Committees of provinces and cities in the framework of the project. Project implementation period is 3 years, from January / 2015-12 / 2017.

Ms. Kirsten Heneger who is GIZ’s representative expressed her pleasure to be present at the event to sign agreement about implement Phase IV of program, after more than 10 years of waste water cooperationbetween GIZ and the Ministry of Construction, expressed through the previous phase 3 of the program.

Agreeing with the speeches of Dr. Nguyen Hong Tien, Ms. Kirsten Heneger said, the target of Phase III is to continue to institutionalize the lessons learned had in the previous period, and continue to strengthen organizational capacity of the sector related to drainage, waste water treatment in Vietnam. This project is very good lessons and demonstrate multi-level approach that GIZ implementation of programs and projects of GIZ in Vietnam and around the world, that is a different impact levels: level central, provincial and company level. These lessons learned have been from the corporate level, the provincial level posted to the Ministry of Construction to institutionalized into legal text – this is the view of GIZ also created a forum for cooperation of parties concerned, not only the companies but also professional associations.

At the signing ceremony, Mr Nguyen Hong Tien – representing the Ministry of Construction of Vietnam and Ms. Kirsten Heneger – GIZ representative in Vietnam, expressed his desire to cooperation between the Ministry of Construction and GIZ will increasingly be strengthened and developed, as well as private project ideas will succeed and achieve the objectives set out /.
